Level Eight: The Atrium The Atrium is a large hall with fireplaces up and down both long walls. Down the left-hand side of the hall are gilded fireplaces which witches and wizards can use to arrive at the Ministry. The right-hand side contains gilded fireplaces as well, and these are used for departures. The floor is polished dark wood. The ceiling is peacock blue with golden symbols moving across it. The Fountain of Magical Brethren lies halfway down the Atrium. A group of golden statues, depicting a wizard, a witch, a centaur, a goblin, and a house-elf, spout water into the surrounding pool of water. At the end of the Atrium is a set of golden gates, next to which is a security stand. Eric Munch is usually on duty here. He registers the wands of visitors. Another smaller hall is beyond the gates and here there is a series of lifts. The Atrium is apparently Level Eight. The lifts provide access to the other levels, except the tenth. The Ministry consists of seven departments of which the Department of Magical Law Enforcement is the largest. All of the other departments are in some way answerable to it, with the possible exception of the Department of Mysteries.
Level 0 Underground Chambers & Cells Level 0 of the Ministry serves as a makeshift prison while Azkaban Prison is still under the occupation of Lord Voldemort and his followers. It is not an ideal place to hold criminals and offenders as the location is extremely sensitive and security of the Ministry is always a concern. However, Bojan Vladislav has allowed two of his dragons to guard the prisons in shifts to help the Ministry in return for passing new laws for the Magical Creature Care and Rights Commitee.
The cells are windowless and often very hot and stuffy and the cells are locked by magic only certain members of the Ministry are trained (called Key Guardians). The Key Guardians of the Ministry are senior members Edgar Ashwood, Lucius Malfoy, Dolores Umbridge, Kingsley Shackebolt and Rufus Scrimgeour.
Level Two: Department of Magical Law Enforcement The Department of Magical Law Enforcement is the largest department in the Ministry of Magic and all others more or less answer to it (except the Department of Mysteries).
Located on level two of The Ministry of Magic Headquarters, it includes:
*Improper Use of Magic Office *Magical Law Enforcement Squad *Misuse of Muggle Artifacts Office *Office for the Detection and Confiscation of Counterfeit Defensive Spells and Protective Objects *Wizengamot and Wizengamot Administration Services
Also includes the Wizarding Examinations Authority. Personnel: headed by Griselda Marchbanks, includes Professor Tofty They administer the O.W.L. and N.E.W.T exams for students which are given in June every year. Members travel to Hogwarts and test individual students for the practical examinations. The theory portion of the O.W.L. test is proctored by Hogwarts staff members (Flitwick administered the Defence Against the Dark Arts exam twenty years ago, while McGonagall proctored the Charms O.W.L. for Harry's class).
Invisibility Task Force Although not specifically stated as being in this department, it seems logical, since this group casts various forms of invisibility magic to hide magical places and creatures from Muggle eyes (DP).
Level Four: Department for the Regulation and Control of Magical Creatures On Level four of the Ministry of Magic lies the Department for the Regulation and Control of Magical Creatures. The Department consists of three divisions: the Beast Division, the Being Division, and the Spirit Division. They handle complaints about magical creatures, including goblins and ghosts, and they regulate and monitor breeding of new magical creatures.
Level Five: Department of International Magical Cooperation The International Dept works with magical governments of other countries and sets standards for trade. It also creates regulations for things like cauldron thickness and worked with Department of Magical Games and Sports on the Triwizard Tournament

Level Six: Department of Magical Transportation This is the Department that handled the complicated problems of transporting folks to the World Cup, including setting up a network of Portkeys all over Britain and working out where it was safe to Apparate into the area without being seen (GF6).

Level Seven: Department Magical Games and Sports Organized the Quidditch World Cup final and also the Triwizard Tournament (GF7) This Department was formed in 1750 and is responsible for hiding Quidditch from Muggle eyes

Level Nine: Department of Mysteries Here wizards who are called Unspeakables go about researching some of the deepest mysteries of existence. These wizards have discovered that there is magic that is inherent to the very fabric of existence which manifests itself in ways that are difficult to explain and even more difficult--if not impossible--to control. The Unspeakables explore and experiment with these mysterious forces in various chambers which are clustered around a circular room lined with doors.
Because of the secret nature of the work done in the Department of Mysteries, rumors arise about what goes on there.
The Department of Mysteries is accessed via the lifts from the Atrium. A simple, bare corridor leads to a plain black door. This door opens into the circular room with twelve plain, black, handleless doors all around it. The room is lit with candles burning blue. The floor is polished so that it almost looks like standing water. When the door to the circular room is closed, the walls of the room revolve rapidly, making it impossible to determine which door is which.
